    To me, it looks more like compacted gravel in a construction area than a public sidewalk. The object on the right looks like a wiring vault with wooden shims under it. The object on the left looks like the footing for a light-pole.

    Isn’t that precisely what orange hazard cones are for? To warn of a hazard?

    Concrete with embedded pebbles (=walkway), and a piss-poor way to protect what are probably live wires. Temporary power to something. Wouldn’t meet code in any civilized place.
